I know some of you are thinking "what is a scoring penalty?"
It's simply a way to allow competitors to exonerate themselves of an error on the course. If you know you messed up, you can do two turns as a penalty on the course. If you know you are right, you can make your case in a protest hearing.
But what can you do if you find out you were wrong after you finish the race? That's where a scoring penalty can be helpful. You can exonerate yourself and there is no need for a protest hearing.
